The
Company
Colonial is a unique organization of fifty-four (54) private outpatient substance abuse treatment clinics that was established in 1986. The Company headquarters is in Orlando, Florida.
What
We Do
The
Colonial Management Group operate as outpatient clinics specifically
designed for persons addicted to opiate/opioid class of drugs (Heroin,
Dilaudid, Percodan, Percocet, Propoxyphene, etc.) Patients are enrolled
into a comprehensive program, which includes individual and group counseling
to address their psychological and social needs in addition to their
chemical dependence.
Our
Mission
To be the premier provider of medication-assisted
treatment in the United States. We believe in the disease concept of
addictive illness and will treat our patients with dignity and respect
in all phases of their treatment experience. Because of this belief,
we will focus our clinical practice in terms of disease management and
strive always to improve the quality of the lives of the patients we
serve. We will strive to institute current research findings in our
delivery of services. We will also be a resource to the communities
we serve by helping to educate the public on the disease of addiction
and advocating at all times the value of treatment in improving the
welfare of our communities. Our staff will at all times keep our mission
statement as the guiding principle in their work.

Treatment Philosophy
We believe that treatment services should be
delivered in a way that respects the dignity, value and self-worth of
every patient. We believe that treatment and recovery are very personal
experiences with distinct physical, mental, emotional and spiritual
components that may differ significantly from patient to patient. We
believe that each patient has a right to be fully and completely informed
about the services we provide and our approach to treatment. Most importantly,
we believe that each patient brings unique life experiences to the treatment
environment and plays a vital role in treatment planning, service delivery
and discharge/transition planning. Finally, we recognize our moral and
ethical responsibility to provide the highest quality treatment services
that hold the greatest promise of successful outcomes for our patients.
Admission
In
order to be admitted into the Colonial program, a patient must present
him/herself at a clinic and must be adjudged to be suffering from a
distinctly chronic opioid addiction for which the treatment provided
is appropriate. At the time of intake, the center's licensed medical
director, who alone determines the appropriateness of the patient
for
admission, conducts a physical examination. At the time of admission,
a laboratory work-up is accomplished for each patient, and any resultant
medical needs discovered becomes a treatment referral issue for correction
at the appropriate facility. Shortly following admission to the
treatment
an in-depth evaluation is completed. This evaluation, combined with
other standardized screening tools, is utilized to formulate a
mutually
agreed upon treatment plan, which the counselor then utilizes to lead
the patient through the treatment effort.
Patients
are assigned a personal counselor and are seen on varying schedules
according to the length of time in treatment and also the responses
gained from treatment. The counselors routinely monitor the patient's
drug-free status by use of random urinalysis, which are taken at least
once a month but more often as clinically indicated or as mandated by
state rules. Treatment plans are utilized throughout the treatment stay
and are modified as necessary in accordance with each progression.
Services
needed, which are outside the center's capability, are obtained through
referral. Such services typically entail medical or dental work, educational
or vocational upgrading, employment assistance, pastoral or religious
counseling, and support groups and/or mental health counseling. Duly
diagnosed patients must continue with psychiatric services to remain
in treatment. In all instances, a treatment plan is utilized to optimize
patient follow through and counselor cognizance.
In
summary, any identifiable problem the patient brings into treatment
is addressed. The center establishes and maintains a non-judgmental,
caring and compassionate atmosphere in which patients feel free to identify
and move to correct personal or societal deficiencies. Counselors seek
to establish a partnership relation with the patient in addressing problems
and their resolution.
Regulatory Approval and Compliance
Each
clinic location is required to have several types of licensing which
includes various types of business licenses in addition to pharmacy,
state program license (State Methadone Agency-SMA) and federal license
(United States Drug Enforcement Agency-DEA, Substance Abuse and Mental
Health Services Administration/Center for Substance Abuse Treatment-SAMHSA/CSAT).
Compliance with state, local, and federal regulations is critical
to
the successful operation of Colonial's clinics, and therefore has a
priority in operating procedures. License renewal is carefully tracked,
and is the mandate of the clinic's management to comply with all
operating
procedures and regulations.
Colonial is currently accredited by Joint Commission on Accreditation of Health Care Organizations (JCAHO), Commission for the Accreditation of Rehabilitation Facilities (CARF) and State of Missouri.
The
clinics and
pharmacy
are subject to scheduled and unannounced audits
and
inspections by the various regulatory agencies. In order to ensure
compliance at all level, Colonial has made significant investments
in clinic operations,
documentation and training. In addition, clearly written policy and
procedures have been established to address each regulatory and
operational
issue. Situations for which policy or procedure is not in place are
addressed by Colonial's structured management organization.
Quality
Assurance
With
regulatory compliance a critical component of Colonial's operations,
management has invested in Operational Directors. These personnel
are tasked with performing the critical role of ensuring quality
assurance
at each center. The Operational Directors also provides management
with a constant overview of each clinic's current conformity with
policies,
procedures, and government regulations. Operational Directors inspect
each clinic unannounced at least four times per year.
